In the Bible, God orders Adam and Eve not to eat from in the Tree of Knowledge and Satan persuades them to eat it. When Hornbeck says, "Don't worry, I'm not the serpent, Little Eva", he is saying that he is not trying to change Rachel's beliefs and turn her away from God. Hornbeck is just giving Rachel his opinion. In addition, Hornbeck says that for the most part Hillsboro is a good town, except for a few people. He also states that there is no evil in Hillsboro.
